This significanceis further shown by the intention of the Sec-retary of State to proceed from Rio Janeiroto the other South American countries. Theintuition displayed by Mr. Root when as Sec-retary of AVar in dealing with Cuba he wasable to grasp the different view-point of Latinraces and the different standard of Latin insti-tutions will find aVjundant field for exercise inbis South American journey.
