We be-lieve the Anglo-Saxon peoples are best qualifiedfor the task, both by nature and by training ;and it will, of necessity, largely fall upon tliein.It is to be most earnestly hoped that tlie first orthe second of the plans outlined above will befound practicable when Peking is entered by theallied armies. But if not, the contingency of par-tition must be faced. Tlie American people haveyet to learn to shirk national responsibility, whenforced upon them in the unselfish discharge ofduty.
