btained a footing, for, at the commencement there were thousands of plunderersand hundreds of receivers ; the former, I believe, are reduced to less than hundreds, and the htter,to tens : in fact, the first year of its existence, the West India merchants computed they saved;(Jioo,ooo ; at all events, 2,200 culprits were convicted of misdemeanours on the river during thatperiod. Mr. Harriott was for several years a magistrate for Essex, and when appointed tothe Thames Police, was put on the Commission for the Peace for Middlesex, Surrey, and Kent^His family has been traced back to the reign of William Rufus as residents at Brigstock, in North-amptonshire. Among the curious notes of his life is the fact of his reclaiming for a time an islandby the sea, near Rochford, in Essex, overflowed in spring tides seven feet deep. He built a wallnearly three miles in circumference, enclosed it, built a farm-house, &c. In 1808 he patented aportable fire-escape, which is engraved in his memoirs.

The late Mr. Gilbert aBeckett usedto say that he could not see the effectiveness of Temple Bar againstkeeping out an an invading army : Because the army might boltthrough the barbers. These gates were formerly closed at night,and on occasions of tumults or royal visits to the City, Elizabeth hadto ask for admission when on her way to St. Pauls after the defeat ofthe Spanish Armada.
