Thisis unfortunate for Germany, but it is noreason why we should connive at amodification of the existing rule whichaffords some slight protection to thelives and property of neutrals. When a nation cannot win in a fairfight it had best give in. Unfair fight-ing has been found by centuries ofwarfare not to pay, else it would havebecome recognized as the rule to follow. If Germany cannot maintain her in-dependence without such acts as theviolation of Belgium and the ruthlessrecourse to illegal submarine warfare,she will find it impossible to do so inspite of any momentary or apparentadvantages which such transgressionmay seem to offer. Let those who talkof a league to enforce respect for in-ternational law remember that this isan opportunity to demonstrate that thesociety of nations constitutes such aleague.
