We have, wisely or fool-ishly, drawn the sword against themightiest military empire which hasever existed on our planet. If, as manythink, Russia is down and out for therest of the war, and if France is onher last legs, and if the submarineshould prove to have an unbreakablegrip on the throat of Great Britain,then we may find ourselves in the notdistant future at the mercy of a mili-tary oligarchy which has shown againand again that it has no mercy. Ourcivil representatives have voted war.We therefore need a navy, and a bigone.
