to meat the voluntary request of my brother,who has transferred the imperial throne tome during a period of warfare which isaccompanied with unprecedented populardisturbances. Moved by the thought which is in theminds of the entire people, that the good ofthe country is paramount, I have adoptedthe firm resolution to accept the supremepower only if this be the will of our greatpeople who, by a plebiscite organized bytheir representatives in a constituent as-sembly, shall establish a form of govern-ment and new fundamental laws for theRussian state. Consequently, invoking the benedictionof our Lord, I nrge all citizens of Russiato submit to the provisional governmentestablished* upon the initiative of the Dumaand invested with full plenary powers untilsuch time, which will follow with as littledelay as possible, as the constituent assem-bly, on a .basis of universal, direct, equalancl secret suffrage, shall by its decision asto the new form of government express thewill of the people.
