And the shift ofU-boats from the Gulf and Atlantic coastshad already been evident in September, twomonths earlier. With all allowance for thelogistic difficulties of a shift in air strength tomeet the U-boat move, Army officials con-tended that this sort of situation clearlydemonstrated the need for integrated controlover the relatively flexible air arm; sea-frontier commanders were not likely to partwith their aircraft, once allocated, nor couldthey be expected to visualize the big pic-ture. Throughout 1942 Stimson continued tourge upon the Navy the advantage of botha truly co-ordinated antisubmarine com-mand and an aggressive attitude toward thesubmarine.
