8 years, from 1843 to 1881, sometimes as a separate administration andsometimes as a section of the Ministry of the Imperial Domains. During all these yearsthe Administration, with the aid of private horse farmers, was active in furthering morescientific methods with reference to horse breeding, such as the publication of a well-edited Horse Journal, and the general dissemination of practical information among thepeasantry. By an Imperial Ukase of June 1, 1881, the principal Administration of theImperial studs was organized as a separate department. At the present time the Imperial studs tend principally, by all the means possible,to breed horses good for draft, for farming purposes, the cavalry, for town use, and fortrotters. To attain this end the Government has resorted to the same measures asbefore, but has increased the proportion of fine stallions. In 1892 there were in all 27 Imperial stables, and in the 58 governments of Euro-pean Russia there were 846 breeding stables. The number of horses in the Government studs, where English, Arabian and Orlovtrotters and many draught breeds were bred, grew from 2,713 in the year 1881, to 3,024horses and mares of different ages, in 1892.
