English: Title: Treasury official gets anonymous payments from citizens with troubled minds. Washington, D.C., April 14. Robert W. Maxwell, Chief Accountant in the office of the Commissioner of Accounts & Deposits and acting Chief, Division of Bookkeeping & Warrants. In the capacity of the latter office, he has charge of the Treasury's "Conscience Fund." Contributors, almost always anonymous, have forwarded sums ranging from [$0.02] to $30,000 since the fund started in 1811. Only last week he received an anonymous contribution of $1,000. He is shown opening a crudely addressed envelope containing $2.00. Frequently the letters are addressed to President Roosevelt, 4-14-39
