Harlan, Curator of the Historical Department, forthe foregoing relative to Robert Rutledges career in Iowa; and toMr. Welker Given of Des Moines for the last fact mentioned. 228 ANNALS OF IOWA gestion of Mr. Holmes of Marion already noted, might havecontemplated some action b;^ the special state convention calledfor January 18, 1860, to select the delegates to attend thenational convention. In one instance, however, instructionswere given. The Republicans of Newton in their resolutionsinstructing for Salmon P. Chase for President directed theircounty delegates to work to secure the nomination of AbrahamLincoln for Vice-President.^ One thing is obvious. The nameof Mr. Lincoln received as much consideration in Iowa in con-nection with the Presidency in 1859 both in informal discus-sion and in formal party action as that of his chief competitorat the national convention. ^The Gate City, Jan. 11, 1860.

They are an historical library, a museum,the publication of historical materials and a repository ofpublic archives. Developed together they should form theStates most valuable source for historical investigation. In his first biennial report, 1894, the founder showed thatall these activities except the archives repository had alreadybeen well started. He said: At the capitals of most states collections of the data for theirown history and that of surrounding regions, have been in progressfor many years—in some from their organization. Wisconsin, themodel western state in this regard, has been engaged in the workfifty years. Kansas for nearly half that period. . . . The earlysettlers of the State (of Iowa in which no such effective enterprisehad been shown) were rapidly disappearing, either by death orremoval to other regions, and all
