sh and Game Law. Pursuant to this statute the Legal Depart-ment of the Commission was organized January 1, 1907. At the time of its organization the legal business of the Departmentwas widely scattered among local attorneys and a condition of dividedresponsibility for its prosecution and direction existed. It was the plain andmanifest intention of the Legislature, in its amendment to section 185, tobring the legal business of the Department under such supervision andcontrol as would give it intelligent direction and vigorous prosecution, andthe work of the Legal Department has been consonant with that intentionand purpose. All actions are directly under the supervision and controlof the General Counsel of the Department and complete records are kept fromthe commencement of the progress and disposition of all the legal businessof the Department. At the time of our organization, the legal force consisted of threeattorneys — the number now being increased to five — one of whom is 382

The Volume of Business The volume of the business of the Department increased so rapidlyand extensively, and the necessity of space for filing and library purposesbecame so urgent that the original quarters of the Department, in the roomsof the Forestry Bureau, were entirely inadequate for good and properservice, with the result that our present quarters, outside the Capitolbuilding were secured. The efforts of the Department for better and more effective enforce-ment of the Forest, Fish and Game Law are necessarily made through thelegal and protectors bureaus of the Department.
