in place on thatday, and to the further fact that the State of New Jersey dedi-cated its monuments on that date, it was thought best to post-pone our dedicatory services to the 13th of October, 1903. Therewere present at that time several hundred of the old comradesand citizens of Ohio, headed by Governor George K. Nash. Theday was an ideal one. A large number of the citizens of Mary-land honored the occasion by their presence. There was quitea delegation from Washington, among which were the ActingSecretary of War, General Robert Shaw Oliver; General E. A.Carman, of the National Commission, and General Ian Ham-ilton, of the British Army, was also an interested and interestingspectator on the occasion. The accommodations in the localityfor a meeting of this kind were limited, but, owing to the skilland good management of Major J. T. The Commission having specially invited President Roose-velt to be present and make an address on the occasion, he kindlysent the following letter, expressing regret at his inability to bepresent: Oyster Bay, N. Y., September 9, 1903.My Dear Major Cunningham: , I have gone carefully over my engagements, and I am verysorry to say that it is simply out of the question for me to acceptyour invitation. So great is my desire to meet the wishes of themembers of my predecessors old regiment, that if I were ableto break through my rule in your favor I should certainly doso; had I been warned in time, I might have been able to makearrangements; but now that I have accepted an invitation tospeak at Antietam, and inasmuch as I speak to another body ofGrand Army men in the week of the dedication of Major Mc-Kinleys
