a system that would cor-rectly provide for the one hundred and thirty-eight differentcombinations of sizes and widths required by the completesize-range for enlisted men—and yet be simple enough inits details so that it would be easily understandable andusable by army officers and their subordinates who would con-duct the measuring and fitting. The devices employed in this shoe-fitting system are twoin number—a single machine, somewhat larger than the bot-tom of an adult human foot, which is the foot-measuringdevice and a set of thin metal blades, each fitted with a metalknob oh one end, which is the shoe-fitting device. The accompanying illustrations, showing the devices invarious positions and with letters identifying the workingparts, should be consulted while studying this explanation ofthe system. The larger or measuring machine translates the foot lengthand width into the shoe length and width. The set of bladescomposing the shoe-fitting device is employed to prove the 24 .

The measuring machine is constructed for the great armyof average feet—that is, feet that present no marked abnor-malities. The elevation of the heel portion is of scientificallycorrect height for positioning the human heel when the footis being measured for the Army shoe. The angle at which theside wings areset was determined from a composite of theangles of the innersoles and lasts of all the various sizes ofthe Army shoe in the army size-range. The adjustment of themechanism governing the operation of the pointer on thewidth-scale by the spreading action of the side wings wasalso worked out upon a scientific basis. Any man of sufficient intelligence to be selected to conductshoe fitting by means of this system will at once grasp thedetails of the devices and, after perhaps a trial or two, willaccomplish the measuring with complete accuracy.
