State Highway Commission 75 the County Commissioners claim that the maintenance work is in the hands oftownship supervisors, who, in turn claim that they do not have sufficient funds tocarry on the work and maintain the roads properly. As a result of this passingthe buck the roads have been seriously neglected, all of which brings to mind thenecessity of a Statewide maintenance law. MITCHELL Although one of the smallest counties in the State and one in which highwayconstruction presents great difficulties this county has obligated itself to pay 50%of the cost of construction of 10.0 miles of hard surface road between Spruce Pineand Burnsville, and 25% of the cost of construction of 12.0 miles of gravel roadbetween Spruce Pine and Bakersville. Project No. 94, between Spruce Pine and Burnsville, will be constructed of rockasphalt laid on a broken stone base course and will cost approximately $26,170 permile. Section A, 5.04 miles in length, was begun on June 22, 1920, by the Gib-son Con
