the declaration of war was the disposal of Hanover. Thiselectorate Frederick William had consented to hold provision-ally, pending its possible transfer to him should the English kinggive his assent. Prussia was anxious to get possession of Hanoverbecause it lay just between her older possessions and the terri-tory which she had gained in the redistribution of 1803.1 Napoleon, as usual, did not fail either to see or to use hisadvantage. His conduct toward Prussia was most insolent.After setting her at enmity with England and promising thatshe should have Hanover, he unblushingly offered to restore theelectorate to George III. His insults now began to arouse thenational spirit in Prussia, and the reluctant Frederick Williamwas forced by the party in favor of war, which included hisbeautiful queen Louise and the great statesman Stein, to breakwith Napoleon.
