The Naval Officers Personnel Management System is a very complex system especially inside the Fleet Command. Managing the system manually is neither effective nor efficient in supporting the decision makers. This thesis proposes a method to use a computer based information processing system to help decision makers in scheduling the assignment of officers to warships during the annual assignment process, as well as in other functions concerning personnel management.
