pon a broad granite platform, and sustaining alarge open volume in bronze upon whose amplepages are recorded the names of all the commands—^Union on one page, Confederate on the other—that had a part in making and receiving what iscommonly known as ** Picketts charge. Theplan was approved, and the cost of the monumentwas defrayed by the Union States having soldiersin the line on either side of the copse on thatmemorable day. But the resources of the Memorial Associationwere not adequate for meeting the demands con-stantly made upon it in order to care for thoseparts of the ground now in its possession; andthere was need that the work should be still furtherextended so as to include the whole battle-field.Accordingly, at the meeting held May 10, 1891, acommittee was appointed consisting of GeneralsSickles, Bamum, and Wagner, Colonels Veazeyand Briggs, and Messrs. Avenues to variousparts of the battle-field had been opened. Theposition of the Union troops had been fixed withpainstaking care, and monuments had been lo-cated. But the work that remained to be done,and the proper oversight of the grounds in pos-session of the Association, required an annualoutlay for which the limited and irregular incomeof the Association was manifestly insufficient. By this committee the attention of the Con-gress of the United States was called to the workof the Gettysburg Battle-field Memorial Associa-tion, and the necessity of government aid not onlyin completing the work, but in meeting the futurerequirements of the field. There was a favorableresponse to the representations of this committee,and an act of Congress, approved March 3, 1893,was passed authorizing the appointment by theSecretary of War
