the PublicSquare. City Solicitor Burns, who had faithfully servedthe Park Commissioners, shared the fate of the son ofJacob, when there arose a new king which knew notJoseph. The new form of Municipal government was originallycontemplated and represented to be an imitation of theplan of the Federal government, conducted with indi-vidually responsible heads of departments, their officialdesignation being Directors. In practical administra-tion, however, it is but a slight apology for its assumedoriginal pattern ; the Mayor, and the Directors, face-tiously called the Mayors Cabinet, being thereinunfortunately constituted a Board of Control, withpractically legislative, as well as executive functions,thus depriving the system of individual responsibilityand efficiency, as contemplated by its honest and earnestoriginators. It has been with the two most importantmembers of the Cabinet the Monument Commissionhas been necessitated officially to deal—the Directorsof Law and of Public Works.
