In manners and cus-toms the kingdom was Asiatic, and its government was likethat of a Tartar prince. Peter had no objection to the despoticpower which fell to him, but he knew that Russia was verymuch behind the rest of Europe and that his crudely equippedsoldiers could never make head against the well-armed andwell-disciplined troops of the West. He had no seaport andno ships, and without these Russia could never hope to takepart in the worlds affairs. His two great tasks were thereforeto introduce Western habits and to make a window, as heexpressed it, through which Russia might look abroad.2 1 The word Tsar, or Czar, is derived from Caesar (German, Kaiser),but was used in Slavic books for the title of the kings of antiquity as Well asfor the Roman emperors. Peter the Great called himself Imperator, thatis, emperor.
