f a mile as an average, and naturallyon account of the irregularity of the coast line the variation from theaverage was great in places. At its widest part it is probable thatthe grounds were almost a mile in depth. The transfer deed did not give any acreage, and there was a dis-crepancy between the measurements of the vending companysengineers and those of the Expositions measurers, hinging largelyupon the dispute as to the amount of under-water land which could betransferred. The payment which appeared mutually satisfactory wasin the nature of a compromise, at about 318 acres. Subsequentlya tract slightly in excess of twenty acres was purchased from otherowners, and added to the general property, and undoubtedly a fewmore acres were acquired by bulkheading and filling in; but justhow much is hard to determine. Jamestown Exposition 159 exhibited a deficit if the Norfolk banks had permitted overdrafts tomeet the pay-roll for the unfortunate laborers. Matters were at astandstill; but this one of many crises was averted by a personal acton the part of President Tucker, who advanced the money, withoutinterest, to pay off the clamoring workmen. Added to a host of difficulties was the serious one — the advancein cost of building material, and then by the demands of labor forincreased wages. In fact, that labor was scarce near Norfolk wasin itself a great handicap. If it had not been so, there might nothave been a yielding in prices. It was a fact, based on mathematical statistics, that buildingserected early in 1907 cost 50 per cent, more than those contracted forprevious to that time. Whereas the buildings when erected did notcover the anticipated area, the estimates of cost per foot invariablyran much too low.
