The oversight of the Withdrawal Program was initiated by the U.S. Geological Survey, Conservation Division. Stewardship later was turned over the U.S. Department of the Interior, Bureau of Land Management in the 1980's

These four volumes contain Power Site Reserve Orders and Indian Lands Power Site Reserve Orders issued by the U.S. Department of the Interior that affected power and water management on public lands from approximately 1909 through 1945. These Power Site Reserve Orders and Indian Lands Power Site Reserve Orders include directives that create and/or modify Orders of Withdrawal. These Power Site Reserve Orders are numbered 1 through 765 and the Indian Lands Power Site Reserve Orders are numbered 1 through 3. Included with the Orders are the corresponding memoranda that bear the authorization of the orders
