Provisions should be made for the employment of field officers as in Pennsylvania, and for home teachers asin Massachusetts, Rhode Island and Delaware. ISTinth. Provisions should also be made for the care of thoseof the aged and infirm blind who are alone and dependent, whoconstitute about 45 per cent, of the blind popnlation of the State. Preventive Measures.Concerning the preventive measures, much further investiga-tion and inquiry is necessary. The co-operation of the managersof hospitals and dispensaries with the advice and assistance of thephysicians of the State would doubtless bring to light many factsnpon which your Commission has been able only to touch.Enough has been shown, however, to demonstrate that a vastamount of blindness might be prevented by simple means, andyour Commission, therefore,

In the Year One Thousand Nine Hundred and Seven. An Act to establish a State Board for Improving the Conditionof theBlind of the State of New York. The People of the State of New Yorlc, represented in Senateand Assemhly, do enact as follows: Section 1. There shall be established a state board, to be knownas the New York State Board for the Blind, consisting of fivepersons to be appointed by the Governor within sixty days afterthe passage of this act. § 2. The full term of office of the members of this board shallbe five years. But of the first commission appointed, one membershall be appointed for a term of five years, one for a term of fouryears, one for a term of three years, one for a term of two years,and one for a term of one year.
