Inour large city school systems today it is the Superintendent ofSchools who gives character and tone to the whole system. Whata school system is it is largely because of the insight, person-ality, and force of the Superintendent of Schools. To the Superintendent of Schools also should be given finalcontrol of the courses of study in the schools; the selection oftext-books and supplementary books to carry out the coursesof study; the selection, promotion, and dismissal of teachers;the assignment of teachers and principals to their duties; themaking of rules and regulations relating to the conduct of theschools; and the general control of the educational work of theschool system. In many of these matters, in nearly all of themin fact, he will act only after consultation with subordinates,particularly the assistant superintendents and the principals.
