The work of maintaining the schools is also furtherorganized under two main departments, practically independentof one another—one for the business work, under the SchoolClerk; and one for the educational work, under the Superintend-ent of Schools. These relationships are well shown in the dia-gram, given on the opposite page. An examination of this diagram, and a comparison of thisdiagram with the one given on page 22, showing a desirable re-organization, will prove both interesting and instructive. InFigure 2 the independence of the two main administrative de-partments, as well as the lack of co-ordination of the differentcity departments working at the educational problem, is seen;in Figure 3, on page 22, the unified educational organization isthe prominent feature.
