For tho streets tho proprietors shall receive HO compensation — but for tho squares or lands in any form which shall be taken for public buildings, or any kind of public improvements or uses, the proprietors, whoso lands shall bo taken, shall receive at therate of 25 pounds por acre, (sixty-six and two-thirds dollars,) tobo paid by the public. The lands were conveyed, in trust, by tho original proprietors,to Thomas Iicall, son of George, and John Maekall Gantt, to beby them disposed of, to bo laid out as a Federal City, accordingto the above provisions. In 1Kb; that portion of tho District of Columbia which hadbeen originally a portion of Virginia was retrocoded by act ofCongress back again to that State.

PLAN OF THE CITY A Frenchman, Major LEnfant, originated the plan of the Federal City. He was a young; officer belonging to the engineercorps of the French army, whie b. aided us in our Revolutionarystruggle. He early became a fa vorite of Gen. Washington, whoapproved his plan, and time has since confirmed the wisdom ofthat approval. The Capitol was to be considered the centre of the city; fromit the streets are counted north, south, east, and west; severalof the avenues also radiate from it. The streets cross each otherat right angles. Those running east and west are called afterthe letters of the alphabet, A, B, C, D streets, etc.; those run-ning north and south, First, Second, Third streets, etc. The avenues, named after the different States at the time thecity was laid out—and a few others since added—cross thesestreets diagonally, and point in every conceivable direction.
