It was not untilthe 20th that Lo-uisiana was also counted for Hayes.Oregon was counted for Hayes on the 24th, the issue herebeing different from that in the Southern States anddepending only on the eligibility of a Republican elector.It should be said that the principles laid down by themajority in these contested cases were not entirely con-sistent and it was directly cliarged that the legal groundwas shifted each time to elect the Republicans. Thiscaused much unfavorable comment. Even on February28 South Carolina had not been counted and Congressmust adjourn on March 3, as the 4th fell on Sunday.Many Democrats, finding the situation going againstthem, wanted to filibuster and delay so as tO have no elec-tion and then have the House proceed to an election onits own account.
