THE EARLY SECESSION MOVEMENT. On February 21st, 1861, a mass meeting was held atthe Court-House in Edenton to consider the interest ofNorth Carolina, and her relation to the National Govern-ment. John H. Leary was elected chairman, and T. J.Bland Secretary. A committee was at once appointedconsisting of John C. Badham, John A Benbury, EiddickMansfield, John Thompson, and John H, Garrett to draftresolutions expressive of the sentiment of the people ofthe county. Three reports were submitted, a majorityreport by John A. Benbury, advising prudence, andcaution, and discretion, believing that the Peace Con-gress then in session would find a solution of the troublebetween the states; then a minority report was submittedby John C. Badham urging an immediate separation fromthe Union, and the necessity of adopting means of de-fense: A third report was offered by John H. Garrettcounselling a strict adherence for the time to the Union,until the incoming administration should commit someovert act
