AlamedaCreek and all of the tributaries and feedersthereof, for the uses and purposes of the WaterWorks of the Company. Owing to the rapidsuburban growth on both sides of the Bay,which will largely increase in the future, itis only a question of a few decades at most,and long before the Alameda Creek Divisionof the Spring Valley Water Companys com-bined system is, or needs to be, fully developed,that practically the entire region now knownas the Niles Cone, will have become too valu-able to use for fruit-raising purposes as atpresent, but will have instead, been turned intosuburban property with a large population, re-quiring a properly constituted water-supplysystem with distributing pipes in the streets,and reservoirs on the elevations. At that time,the residents of what may then be called theNiles borough, will not only need, but v^illclamour for the filtered water from the Ala-meda Creek Division to be delivered to themthrough their local distributing pipe system un-der pressure.

Circuit Court, I furnished amap (Exhibit 85) relating to the subject offuture water requirements in the suburban re-gions on both sides of San Francisco Bay. Ishall here quote some extracts from my testi-mony given at that time of this subject: (See page 1544 of Transcript of Testimony ofH. Schussler, in 1904-5) : I have prepared a map showing on bothsides of the bay of San Francisco the presentcities and towns in San Francisco, Alamedaand San Mateo counties, also including PaloAlto, in Santa Clara County. These townsare shaded with small diagonal cross lines,while the regions in Alameda and San Fran-cisco counties which are filling up rapidlywith suburban population—which increasewill be particularly noticeable during the bal-ance of this decade and during the next one—are shaded with a coarser network of diag-onal cross lines.
