There is, first, the Chief Clerk, who supervises, un-der the immediate direction of the Secretary andAssistant Secretary, the duties of the clerks andemployes of the Department. Next comes theFirst Comptroller, who must countersign all war-rants issued by the Treasurer, whether coveringpa)ments into the Treasury, or authorizing pay-ments out of the Treasury.
