There are two Assistant Secretaries who sharewith the Secretary the general supervision of theTreasury, and a small army of high ofificials, whoseduties, if specified, will give the general reader agood idea of the organization and methods of thisgreat financial workshop. There is, first, the Chief Clerk, who supervises, un-der the immediate direction of the Secretary andAssistant Secretary, the duties of the clerks andemployes of the Department. Next comes theFirst Comptroller, who must countersign all war-rants issued by the Treasurer, whether coveringpa)ments into the Treasury, or authorizing pay-ments out of the Treasury.
