Actually substitution does not matter. substitution takes place so that the user talk page has a real heading (otherwise the [edit] link would go to the template). But the rest of the template is (and should be) transcluded. ie. Template:End of copyvios/en. Check here. Don't worry about other language subpages as whatlinkshere uses the content instead of user language (ie. 'English').
