Even without the CU tool: Xyphoid's sole two Commons contributions prior to the block were to create a user page and to upload an unproblematic image (i.e., no behavioural evidence). Xyphoid has been editing en.wiki for more than five years, with no blocks or issues, whereas the en.wiki SPI has been active nearly eight years and not once has Xyphoid been identified as a sock/sleeper (!!!), to say nothing of different topic areas.
