1. A photographic reproduction of a 2014 coin is never {{PD-Art}} as you claimed. The coin is from 2014! The designer of the coin NOT died >70 years ago as you claim.

2. Belgian coins have a copyright on their design, see Commons:Currency

3. File:Verzamelset-Set de collection2.jpg is a photographic work of a copyrighted work. It neither is a reproduction of a 2D work - this means the photographer has a copyright - nor is the reproduced work out of copyright - the brochure has a copyright too and the creator not died >70 years ago. It never qualifies for Template:PD-Art as you again claimed.

The coins that you mention are uploaded localy to the French Wikipedia as part of Wikipedias unfree content under fair use.

See fr:Catégorie:Image d'euro belge and the category structure fr:Catégorie:Monnaie en fair use. On Wikimedia Commons however such exeptions are not allowed, we only have free content here, no fair use of unfree content. The Exceptions of fr:Aide:Importer_un_fichier you mention quite explicitely says: Vous pouvez importer une image qui correspond à une de ces trois exceptions sur Wikipédia francophone.
