Wikimedia Commons only accepts free content—that is, images and other media files that can be used by anyone, for any purpose. Traditional copyright law does not grant these freedoms, and unless noted otherwise, everything you find on the web is copyrighted and not permitted here. For details on what is acceptable, please read Commons:Licensing. You may also find Commons:Copyright rules useful, or you can ask questions about Commons policies at the Commons:Help desk. The file you added may soon be deleted. If you have written permission from the copyright holder, please replace the copyvio tag with {{subst:OP}} and have them send us a free license release via COM:VRT. If you disagree that the file is a copyright violation for any other reason, please replace the copyvio tag with a regular deletion request. Warning: Wikimedia Commons takes copyright violations very seriously and persistent violators will be blocked from editing.

Thank you for your e-mail. I am responding here, since I see no reason not to keep the discussion in the open. You state that you are a staff member of The University of Chicago Law School Communications Office, and that the photos you attempted to upload are the property of the Law School, as they are produced by staff.
When uploading, you claimed that the photo was "ineligible for copyright protection" because it "contains no original authorship." That is patently false, which is why the file was deleted. If you are the copyright holder or if you are authorized to speak on behalf of an organization holding the copyright in these matters, you can release the work into the public domain or approve a free copyright license (such as {{Cc-by-3.0}} or {{Cc-by-sa-3.0}}), but the photograph in question is not in the public domain by virtue of its nature.
With professional photographs published by an organization, we typically insist on more documentation of the release than otherwise. Therefore, you will need to fill out and send in a declaration of consent via e-mail as described at Commons:OTRS.
