Hi Кронас, a few things to note. Firstly this file has been extracted from https://commons.wikimedia.org/wiki/File:Nikki_Kaye_NZgovt.jpg , a file that has been around for some time on Wikimedia. I believe permission exists as follows. From the original upload, today we can see the source URL has since been edited as Nikki Kaye has since moved on as ACC Minister, and her photo is no longer there. So I have gone back using web archives to when this image was live and have found as such here: https://web.archive.org/web/20150113115730/https://www.govt.nz/organisations/accident-compensation-corporation/. A scroll bellow shows a link to "Copyright", this leads to the following page, https://web.archive.org/web/20150113115424/https://www.govt.nz/about/copyright/. This makes clear that the image uploaded, including that from which this was extracted, is as described as having Creative Commons Attribution-Share Alike 3.0 New Zealand license in the summary section of the upload.
