That being said, while I think it is notable I'm not sure in regards to audio quality it's as good of a voice box as the one currently provided as there are some spectators who do clap while he's speaking in addition to the general environmental noise being more notable in this audio recording compared to the current one. While I think that some level of weight is important, ultimately, the Audio files are meant to give a representation of the person's voice. Voice Boxes are available and should be added to non-governmental figures afterall so I ultimately think there needs to be a balance with audio quality comming first, correct representation of their voice from the time period in which they were in the public eye (i.e. not using a voice clip of someone that's different from how they spoke when their voice is notably different due too influence by age, sickness, etc.) coming second, and then after that historical importance coming third. The audio file in question is a work of C-Span and as such is in accordance with Wikimedia policy that it is public domain as it was marked as a product of the U.S. government upon uploading. LosPajaros (talk) 23:09, 8 May 2023 (UTC)
The video on YouTube says "WH.GOV" and is from an account maintained by the National Archives and Records Administration (NARA). You can also find it in the archives themselves, by scrolling WAY down to 4 years ago. I'm not 100 percent sure but judging by this, I would assume that it is public domain. If you upload the video referring to the Creative Commons CC0 1.0 Universal license and then extract audio from it (e.g., 2 to 3 minutes of audio from 0:58 to 3:30 or thereabouts) and upload that, that might fulfill the license requirement. Please note that the only explicitly public domain material on C-SPAN is of floor activity in the House and Senate chambers. Anything else is largely under non-commercial use permission, which Wikimedia Commons does not permit - there must be permission for commercial use of files uploaded to Commons.
I've managed to switch the C-SPAN URLs of audio files covering hearings to URLs from the committee's own website, which would be in the public domain as a government-owned stream, and where the audio is near-identical. The rest in the deletion request are of footage where I could not find any copyright justification. I still appreciate the work that you do for inspiring me, but these files will likely be nominated for deletion in the future regardless. My sincerest apologies. Yeah, it looks like the ones which are going to be deleted all stem from Senate Press Conferences which for some reason don't actually appear to have an official governmental audio or video source from them which is pretty unfortunate. Most of the audio files for the current senators should still be fine however. It's a bit annoying that Senate Democratic Leadership doesn't actually publish audio or video for their press conferences which you'd assume they would do instead of relying on private outlets to be the sole distributors of their information but so be it.
