Hello, and thank your for sharing your files with Commons. There seems to be a problem regarding the description and/or licensing of this particular file. Please remember that all uploads require source, author and license information. Could you please resolve these problems, which are described on the page linked in above? You can edit the description page and change the text. Uploading a new version of the file does not change the description of the file. This page may give you more hints on which information may be missing. Thank you.

Hola, creo que tus dudas están resueltas aquí. Para resumir, Commons (a diferencia de la wikipedia en inglés) no admite imágenes que no se consideren libres. Un logotipo, por definición, es propiedad de la organización que lo creó y usa, por lo que no es libre. En la Wikipedia en inglés sí que aceptan tales imágenes (con restricciones) pero no aquí. Esa es la razón por la que no puedes subir logotipos. Si necesitas cualquier otra precisión, no dudes en preguntarme. As far as I can see, you created a new, identical, version of this which you called Flag of Suán.svg and then requested the deletion of the old version File:Bandera de Suan (Atlantico).svg. It seems to me that that is backwards -- why shouldn't we keep the older work? Next time, please use your time and skill creating new work for Commons, not making duplicates of older works and then asking for the deletion of the older work. On 26 May 2011 at 9:08 you updated File:Bandera_sabanalarga.png and then 15 minutes later you created the new, identical, File:Flag of Sabanalarga (Atlántico).png. You then proceeded to change the link in each of the old file's uses.
I'm not sure what you were trying to do, but this is a waste of time and resources. If you intended a simple name change, please use {{Rename}} and a FileMover or Admin will move the file to the new name for you. Please do not create a new file.
