This is what I wrote on the discussion for deletion page, just in case a notification isn't sent to you (if it was, sorry for the duplicate message):

I think the best place where you can ask for advice is here: Commons:OTRS/Noticeboard. There are relatively few OTRS volunteers, so you might have to wait a few hours for a reply, but no deletion will take place before approximately a week. While you wait for an expert to answer your question on the noticeboard, here's some information that in the meantime should be very useful to you. Please read this page about formal declarations of consent for using pictures owned by other people: Commons:Email_templates#Declaration_of_consent_for_all_inquiries.
You will need John Salangsang to send that formal declaration of consent to permissions-commons@wikimedia.org
Ideally, Mr. Salangsang could provide a link (URL) to that picture in the declaration of consent proving that it belongs to him. He could prove that it's his picture if the link is associated with his photography Facebook page or his official website, for example. However, since the picture (the uncropped version) has his official logo, perhaps he could attach that picture to his email instead, even though a good link to the picture is preferable. I don't know all the details, which is why you'll have to wait and see what an OTRS volunteer says to you on the noticeboard, but certainly please read that page with the declaration of consent because it will be necessary for sure. Please let me know if Mr. Salangsang agrees to release those two images under the conditions established in the formal declaration of consent: Commons:Email_templates#Declaration_of_consent_for_all_inquiries. If he tells you that he agrees, I will customize the letter for him right here on your page, so that Mr. Salangsang will only have to do a copy-paste job and send in the letter. It would only take him a couple minutes. I have experience with customizing those letters to make life as easy as possible for the owner of the picture to release it under a free license. You might not receive a reply on the noticeboard because your question shows that you haven't read over a dozen pages available here at Commons for learning how to upload pictures using the proper procedure. It took me over 100 hours to learn how to do it when a declaration of consent is necessary. Anyway, as I said, I'll help you if Mr. Salangsang agrees to the terms. Just let me know.
