@Magog the Ogre: I am new to this process. I found the pictures on the Library of Congress site. This said they came from https://www.nps.gov/hdp/coll.htm. This page on the NPS web site says they are in the public domain: https://www.loc.gov/rr/print/res/114_habs.html. Is this not sufficient? Did I do something wrong in the uploading process? It is sufficient. However, it needs a license template. I've provided an example here: Special:Diff/397184934. You can do the same on the other images. You can also remove the no license tag once you've addressed the issue.
Also, welcome to Commons. We always recommend uploading with the highest resolution possible. If necessary, you can scale down the thumb on the local project. 150px is definitely not the highest resolution; in fact, it's hardly visible on the screen. You should be able to upload over the existing images with a higher resolution.
