missing OTRS in Wikiportrait

Cecil, I noticed that one of your uploads File:Peter Niemeyer.JPG has OTRS template but is missing OTRS number. --Jarekt (talk) 19:48, 22 February 2013 (UTC)

Wasn't really my upload, but a slightly botched rename from the time when we didn't have the rename-function. Luckily the original upload had the number in its version history so I now also moved it to the description of this image. OTRS back than was handeled by Effeietsanders if you want to confirm it still. -- Cecil (talk) 08:11, 24 February 2013 (UTC)

Forced user renames coming soon for SUL

Hi, sorry for writing in English. I'm writing to ask you, as a bureaucrat of this wiki, to translate and review the notification that will be sent to all users, also on this wiki, who will be forced to change their user name on May 27 and will probably need your help with renames. You may also want to help with the pages m:Rename practices and m:Global rename policy. Thank you, Nemo 12:58, 3 May 2013 (UTC)

Seems that the message already exists in those languages where I could contribute. Also if I understood Jforresters mail from last week correctly I will not be able to help users anymore as the rename tool will only work globally. So I can only rename users that request it before 27th. -- 83.150.70.62 13:48, 3 May 2013 (UTC)

a heads-up

In 2011 you participated in Commons:Administrators/Requests/Jcb_(de-adminship 2). That discussion ended with User:Jcb losing his administrator privileges.

This note is to inform you that User:Odder proposed Jcb have unconconditional access to administrator privileges restored.

Commons:Administrators/Requests/Jcb (readmin) is scheduled to close on May 20th.

Commons Usurpations

Hello Cecil! Please review my request for usurpation here. I shall be grateful to you for this favor. Many requests are pending there. Faizan2 (talk) 16:56, 5 June 2013 (UTC)

I have very serious reservations about this process. First off how this vote came to start is problematic. Secondly we seem to have a non-Commons community (en.wikipedia) attempting to decide our Bureaucrats for us given the evidence of canvassing at least through Jimbo's talk page on en.wikipedia. And thirdly I do not think the issue is advertised enough for the general community to know. -- とある白い猫 ちぃ? 13:23, 12 August 2013 (UTC)

Reply to your message

Thanks for the reply - I'll listen to the song.

I think we're all on a mission, and most of us are on the same one. I think you and I would probably agree about most things.

I do feel strongly that the divide between Commons and some other projects is a problem - selfishly, sometimes, because I like to contribute in both places, and it's easier if we all get along.

I hope you didn't take anything I said too badly - it just makes me nervous when I see talk of "ignoring" votes from people I work with and trust - but I also understand you have to tread a difficult line, and if it helps, I think you're treading it well, at least from my point of view.

Enjoy your sleep, and no need to formulate long answers for my benefit unless you really want to - I'm happy with the answers you gave.

Take care. Begoon - talk 18:29, 16 August 2013 (UTC)

You were not on the list of accounts that I would have discounted. There are actually only 3 "maybes" (1 keep, 2 remove). I don't want to discount them as they once have been active members even if it's a few years ago it's only that their behaviour now shows that they are not interested in Commons and only do edits that further their private goal (one of them showing a history of abusing contributors who don't think his/her way). They make me kind of uncomfortable. I don't want those 3 accounts to be the "Zünglein an der Waage", the tip on the scale. That's why I hope for an obvious result, so something where the result is just cementing the result.
The whole situation is kind of weird. The mail writers were kind of correct. I am not really fond of Russavia. They just weren't here long enough to know that I react kind of "allergic" to canvassing. And the mail from yesterday was written in a way that really pissed me off. Now I have this strange feeling that people think that I am defending Russavia when I actually do not care either way. As soon as the single user unification has been done the crats have a lot less work. -- Cecil (talk) 05:10, 17 August 2013 (UTC)
Yes - it's wrong to try and influence you like that, and I can see why you would feel the way you did about it. Seems to me you are just trying to be fair, and seen to be fair, and I respect that. The fact that this sort of thing happens just reinforces how damaging these splits are - everybody suffers. Good luck, and thanks again for taking the time to explain. Your comments at de-crat discussion

Hi Cecil, in relation to your comments at the de-crat discussion, you state that you see no issues with any use of the "crat" tools, which you shouldn't see, because I've always been mindful of our role. I wanted to ask you to expand if possible.

You stated: "And based on those it is rather visible that also a lot of Commons active people have lost their trust in Russavia for handling the not so clearly cut cases."

Given that you don't see any issues with crat decisions in the past, could you explain what "not so clearly cut cases" you mean?

You also stated: "But: while following the discussion threads I have seen several occurences (discussions, non-bureaucrat related decisions, ...) involving Russavia that I didn't like at all (and no, none of those are related to the picture which I think is quite nice). A few were provoked and a few weren't. And based on those I made my decisision to vote for removal of rights."

Can you possibly tell me which occurrences you are talking about? It is difficult for me to understand what issues you have with occurrences, if I am not aware of what you are referencing. This is obviously ever important due to you making your vote based upon those.

Cheers, russavia (talk) 06:23, 23 August 2013 (UTC)

Hi Cecil, I still haven't heard back from you on this, and it would be great to get an answer from you on it. Cheers, russavia (talk) 07:00, 2 September 2013 (UTC)

This projects bureaucrat's are asleep at the wheel? -- please wake up

As we know from COM:BUREAUCRATS, "bureaucrats are expected be capable of leading where necessary and of guiding (but not imposing their will on) policy discussions and other major community issues."

I need to draw your attention to an issue which is going to blow up in the collective faces of this project, and with the exception of User:Odder, every single one of our bureaucrats has been asleep at the wheel. We are now destined for a trainwreck, and a whole heap of fallout. Numerous chapters, including Wikimedia Israel, Wikimedia Spain, Wikimedia Argentina and Wikimedia Venezuela, are going to be in a mighty pissed mood and ready to have the head on a stick of any bureaucrat who dares come along and do what has to be done for the good of this project.

As User:Odder has opined in the discussion, him doing what needs to be done will surely have cries of "INVOLVED" levelled at him, so this is now left up to the remaining 8 bureaucrats to snap out of the slumber they seem to be in as it relates to this issue, and deal with it before it blows up further in our collective faces.

Further information can be found at:

  1. Commons:Massive_restoration_of_deleted_images_by_the_URAA
  2. associated policy pages, templates, wikimedia-l mailing list, undeletion request forums, etc.

The community is waiting for immediate action on this issue. Can you please initially confirm that you have received this message, so that the community knows that you haven't died in your sleep :) russavia (talk) 00:09, 4 April 2014 (UTC)

Abgesehen von Russavias nachricht: Du scheinst Inaktiv, schade :(. Vieleicht solltest du deine Bürokratenrechte zurückgeben um platz für neue zu machen? --Steinsplitter (talk) 13:44, 5 April 2014 (UTC)
No I haven't died in my sleep. I am pretty sure I will not be that lucky. I am not completely inactive, but it seems for the last few months that there is always something way more important. I have already given up admin rights at another project today and currently try to figure out if I see any change to get active in this and another project anytime soon again. The community will have my decision about this sometime before August (when it will be pretty much a year that I somehow was buried under a heap of real life).
About the URAA-mess: I am reading all the mails in the private bureaucrat mailing list and am aware of the topic. But I don't think that I can help. I could voice my opinion and it would just be one more opinion. Mine is not more or less important than all the other opinions. And while I think it is a pretty damaging law Commons has survived already several as problematic issues and it will also survive this one. -- Cecil (talk) 13:02, 7 April 2014 (UTC)

Question about Stockholm Arlanda Airport

Cecil,

Have you ever gone to Stockholm Arlanda Airport? There is a photo request I have there.

Thanks WhisperToMe (talk) 14:04, 31 July 2014 (UTC)

Yes, I have been there quite a few times, since Stockholm has an awesome photography museum (Fotografiska) which I like to visit about once or twice a year. I still have to go there again before middle of September when the Sebastião Salgado exhibit ends. -- Cecil (talk) 14:11, 31 July 2014 (UTC)
In that case, will you be interested in photographing the new Scandinavia Airlines headquarters at Stockholm Arlanda Airport? The address is Kabinvägen 5, Stockholm-Arlanda, Sweden - Source = "Media Center" -> Contacts. The airline had moved from another building in 2011. Anyway, thank you! WhisperToMe (talk) 06:11, 2 August 2014 (UTC)
Cecil, another Wikipedian has uploaded pictures of the building and I have posted these pictures across Wikipedias. If you want you can take additional pictures of it. In the meantime I found that en:Swedavia has its head office on Stockholm Airport property but the address is simply "Swedavia AB SE-190 45 Stockholm-Arlanda" with coordinates "59°39'14.06"N 17°56'21.51"O" so I don't know if it's a specific building on the property or if it is inside the airport terminal. There are some other requests I have listed here if you are interested: Commons:Picture_requests/Requests/Europe#Sweden. Thank you! WhisperToMe (talk) 05:49, 5 August 2014 (UTC)

House of Travel and Transportation (Finnair new headquarters at Tietotie 9 A)

Cecil, Do you have any photos of the House of Travel and Transportation completed? Thanks WhisperToMe (talk) 07:52, 6 August 2014 (UTC)

Not yet. They changed the bus route to the airport so I haven't driven past it in quite some time and didn't notice that it was finished. I'll put it on my TODO-list. -- Cecil (talk) 07:56, 6 August 2014 (UTC)

An important message about renaming users

Dear Cecil,

I am cross-posting this message to many places to make sure everyone who is a Wikimedia Foundation project bureaucrat receives a copy. If you are a bureaucrat on more than one wiki, you will receive this message on each wiki where you are a bureaucrat.

As you may have seen, work to perform the Wikimedia cluster-wide single-user login finalisation (SUL finalisation) is taking place. This may potentially effect your work as a local bureaucrat, so please read this message carefully.

Why is this happening? As currently stated at the global rename policy, a global account is a name linked to a single user across all Wikimedia wikis, with local accounts unified into a global collection. Previously, the only way to rename a unified user was to individually rename every local account. This was an extremely difficult and time-consuming task, both for stewards and for the users who had to initiate discussions with local bureaucrats (who perform local renames to date) on every wiki with available bureaucrats. The process took a very long time, since it's difficult to coordinate crosswiki renames among the projects and bureaucrats involved in individual projects.

The SUL finalisation will be taking place in stages, and one of the first stages will be to turn off Special:RenameUser locally. This needs to be done as soon as possible, on advice and input from Stewards and engineers for the project, so that no more accounts that are unified globally are broken by a local rename to usurp the global account name. Once this is done, the process of global name unification can begin. The date that has been chosen to turn off local renaming and shift over to entirely global renaming is 15 September 2014, or three weeks time from now. In place of local renames is a new tool, hosted on Meta, that allows for global renames on all wikis where the name is not registered will be deployed.

Your help is greatly needed during this process and going forward in the future if, as a bureaucrat, renaming users is something that you do or have an interest in participating in. The Wikimedia Stewards have set up, and are in charge of, a new community usergroup on Meta in order to share knowledge and work together on renaming accounts globally, called Global renamers. Stewards are in the process of creating documentation to help global renamers to get used to and learn more about global accounts and tools and Meta in general as well as the application format. As transparency is a valuable thing in our movement, the Stewards would like to have at least a brief public application period. If you are an experienced renamer as a local bureaucrat, the process of becoming a part of this group could take as little as 24 hours to complete. You, as a bureaucrat, should be able to apply for the global renamer right on Meta by the requests for global permissions page on 1 September, a week from now.

In the meantime please update your local page where users request renames to reflect this move to global renaming, and if there is a rename request and the user has edited more than one wiki with the name, please send them to the request page for a global rename.

Stewards greatly appreciate the trust local communities have in you and want to make this transition as easy as possible so that the two groups can start working together to ensure everyone has a unique login identity across Wikimedia projects. Completing this project will allow for long-desired universal tools like a global watchlist, global notifications and many, many more features to make work easier.

If you have any questions, comments or concerns about the SUL finalisation, read over the Help:Unified login page on Meta and leave a note on the talk page there, or on the talk page for global renamers. You can also contact me on my talk page on meta if you would like. I'm working as a bridge between Wikimedia Foundation Engineering and Product Development, Wikimedia Stewards, and you to assure that SUL finalisation goes as smoothly as possible; this is a community-driven process and I encourage you to work with the Stewards for our communities.

Thank you for your time. -- Keegan (WMF) talk 18:24, 25 August 2014 (UTC)

Finnair and Swedavia

Thank you so much for getting the Finnair headquarters! Thanks for attempting Swedavia! Anyway what I'll do is see if there is an access plan or map on the Swedavia website, but if not there's not much I can do... WhisperToMe (talk) 17:26, 26 August 2014 (UTC)

I found the visiting address at the end of this document: "Tornvägen 1" - Are you still in Stockholm? WhisperToMe (talk) 18:11, 26 August 2014 (UTC)
Google Maps showing a building marked "Swedavia AB" - When I did street view it seemed to be a control tower WhisperToMe (talk) 18:23, 26 August 2014 (UTC)

From this link (Archive): "Plats: Flygledartornet, Tornvägen 1, Stockholm Arlanda Airport" it seems to be the control tower and Wikipedia has photos of that: File:Arlanda Flightower.jpg WhisperToMe (talk) 18:39, 26 August 2014 (UTC)

Sorry I didn't get the visiting address soon enough. I'm glad you made the attempt and got the other photos anyway! WhisperToMe (talk) 18:44, 26 August 2014 (UTC)
Not in Stockholm anymore. I went there just for a few hours to go to the museum. So it's probably up to the people living in the area. Next time I go there is likely 2015 unless there is a concert or exhibition that I don't yet know about. -- Cecil (talk) 20:39, 26 August 2014 (UTC)
Oh, ok. What cities are you likely to visit in the future? WhisperToMe (talk) 01:37, 27 August 2014 (UTC)
Nothing much. Summer is over. I've been to Oslo, Riga and Stockholm and now it's time to work again. Next time is probably December with trips to Tallinn and then later Austria. -- Cecil (talk) 20:50, 27 August 2014 (UTC)
Oh, ok. Winter may be a tough time for photography. I do have some photo requests for the airport in Innsbruck. Anyway, thank you for all of the help! Happy editing! :) WhisperToMe (talk) 14:18, 28 August 2014 (UTC)

Name change

As I apply for name change?

Tanks you: Girardelli G. Escucho 20:29, 3 September 2014 (UTC)

Go to Commons:Cambiando el nombre de usuario and follow the instructions there for a request. Or you can leave a note here with the name you want to have in the future. -- Cecil (talk) 06:23, 4 September 2014 (UTC)
Ups, just noticed you asked for how to do file name changes not user name changes. When you want to rename a file place a {{rename|newname.ext}} on the page of the file. More explanation you can find at Commons:File renaming. -- Cecil (talk) 06:28, 4 September 2014 (UTC)

Nom d'utilisateur global

Bonjour. Cordialement. Hadrianus13 (talk) 00:20, 26 September 2014 (UTC)

De-adminship

Hi Cecil — in line with the above, I'd like to let you know that the admin inactivity run for February-March 2016 has now finished. As you failed to indicate willingness to retain your admin privileges or to perform the required number of admin actions, I submitted a request on Meta-Wiki to have your adminship (and bureaucratship) revoked as required by our inactivity policy. A Wikimedia steward will attend to this request in the coming hours, after which I will add your to the autopatrolled user group as you are a trusted and experienced member of the Commons community. I'd like to use this opportunity to thank you for the many years of your service to Commons; while it is disappointing that you're no longer as active as you used to be, I hope you will come back to us one day and will continue contributing to the project. Of course, please do feel free to re-apply for adminship when this happens :-) Thanks again! odder (talk) 00:22, 14 March 2016 (UTC)

I second Odder in thanking you for your long service to this community and hopefully we will see your return sometime soon. Green Giant (talk) 07:33, 14 March 2016 (UTC)
Hi Cecil. We only interacted once, when I questioned one of your actions. Your response was thoughtful, helpful, tactful, intelligent and welcome. I was sad to see you seem absent, since you seemed to me the kind of person who made Commons better. I hope you are well, and happy, and long continue to be both, and if we saw you here again, well that would be good. Take care. Begoon - talk 12:39, 1 July 2016 (UTC)

It's all good. I know some security folk don't realize us Wikipedians are harmless as a fly. I remember asking a Wikipedian to photograph the Alaska Airlines HQ near Seattle. Security guys did ask him to get off the premises, but the Wikipedian got some photos and they are now on the airline's Wikipedia article. WhisperToMe (talk) 10:12, 8 November 2016 (UTC)

Giada, I'm not sure Cecil is around much at the moment. You should be fine to use that image. Commons content is freely re-usable. If you want to credit Commons for the re-use that might be nice, and would be appreciated, but as the image seems to be public domain I don't think there's an absolute requirement for you to do that. Thanks for the courtesy of enquiring. -- Begoon 13:50, 15 February 2019 (UTC)

Thanks a lot Begoon. For sure I will credit Commons for the usage! :) --Axelhery (talk) 14:17, 16 February 2019 (UTC)Axelhery

You really don't need to credit anybody, not me, not Commons and not the Louvre. Somebody at the Louvre has digitalized it and while they are claiming copyright for the digital version, they can't really do that as it is a simple task for which that person didn't use their own creativity. If you want to credit somebody, then it should be Eugène Delacroix. If you downsize the image, then a link to Commons is appreciated so that people can find the full quality version, but that's about it. Linking to us for public domain images is not needed (unless you need to prove that it is public domain and nobody will doubt it in this case since the creator is famous). -- Cecil (talk) 09:50, 18 February 2019 (UTC)

Category:Scuola Svizzera (Milan)

Hi! I added an English description to Category:Scuola Svizzera (Milan) which at first was only in Italian. Are you interested in making the German version of the description?

Important message for file movers

A community discussion has been closed where the consensus was to grant all file movers the suppressredirect user right. This will allow file movers to not leave behind a redirect when moving files and instead automatically have the original file name deleted. Policy never requires you to suppress the redirect, suppression of redirects is entirely optional.

Possible acceptable uses of this ability:

  • To move recently uploaded files with an obvious error in the file name where that error would not be a reasonable redirect. For example: moving "Sheep in a tree.jpg" to "Squirrel in a tree.jpg" when the image does in fact depict a squirrel.
  • To perform file name swaps.
  • When the original file name contains vandalism. (File renaming criterion #5)

Please note, this ability should be used only in certain circumstances and only if you are absolutely sure that it is not going to break the display of the file on any project. Redirects should never be suppressed if the file is in use on any project. When in doubt, leave a redirect. If you forget to suppress the redirect in case of file name vandalism or you are not fully certain if the original file name is actually vandalism, leave a redirect and tag the redirect for speedy deletion per G2.

The malicious or reckless breaking of file links via the suppressredirect user right is considered an abuse of the file mover right and is grounds for immediate revocation of that right. This message serves as both a notice that you have this right and as an official warning. Questions regarding this right should be directed to administrators. --Majora (talk) 21:35, 7 November 2019 (UTC)

Luiz Gastão de Orléans

Hi, as a more experience user perhaps you could provide me with some advice on the deletion of files. I have nominated for deletion the file:Luiz Gastão de Orléans e Bragança atual chefe da casa Imperial do Brasil.png, but now I realised the same file has been deleted several times before and speedy deletion is the most appropriate procedure for it. How should I do in this case, once I have already nominated it for ordinary deletion? Thanks a lot. Awikimate (talk) 15:07, 2 March 2021 (UTC)
