You listed Pavel Vinogradov as the author, but hten said I, the copyright holder of this work, where the copyright holder would be Pavel Vinogradov. Also, under which license did he give? That's the license you should put. You listed Cc-by-sa-2.5 and then Cc-by-sa-3.0. If he sent you an email, you should resend it to permissions@wikimedia.org. Приношу свои извинения за значительную задержку с ответом, который с учётом обстоятельств сейчас уже выглядит чуть ли не запоздалым: единого списка наблюдения по проектам wikimedia, к сожалению, пока нет. По сути Вашей просьбы. Конкретно в данной ситуации я бы, скорее всего, использовать какие-то свои дополнительные возможности не стал бы. 1) Насколько я понимаю, Вы были заблокированы не за то, какую информацию вносили, а за то, как Вы это делали. То есть в данной ситуации было зафиксировано нарушение общих принципов написания статей Википедии, а не каких-то конкретных, связанных с азербайджано-армянской тематикой. В таких случаях, мне представляется, вопрос о целесообразности сохранения блокировки и её длительности остаётся за администратором, наложившим соответствующее техническое ограничение. Он имеет право наложить ограничение, он несёт ответственность за свои действия, но за ним же, по сути, остаётся решающее слово; 2) арбитражный комитет настоятельно рекомендовал мне не вмешиваться в индивидуальные конфликты, а помогать исключительно в обсуждениях - брать на себя установку/снятие блокировки конкретного участника в качестве посредника в такой ситуации было бы не очень правильно; 3) по части вопросов, за которые Вы, в частности, были заблокированы я Вас явно поддержал - поэтому послабление технических ограничений могло бы выглядеть как поддержка своего мнения посредством использования флага администратора (через снятие блокировки с участника, имеющего похожее мнение на вопрос). Как я вижу, Track13 изменил Вам сроки блокировки, она скоро уже истечёт и Вы сможете вернуться к редактированию Википедии. Огорчительно, что Вы получили блокировку за попытку внедрить в статьи версии, которые я считаю правильными - я приветствую восстановление для Вас возможностей вести диалог в ru-wiki. Обратите, пожалуйста, внимание, что в разрешении должно быть видно, что оно исходит именно от автора и/или правообладателя изображения, какие именно материалы он разрешает опубликовать под свободной лицензией, и под какой конкретно лицензией. Если всё будет в порядке, Вам пришлют ответ с указанием номера заявки и кодом шаблона, который необходимо будет добавить к описанию каждого файла и который будет информировать о наличии соответствующего разрешения. См. Commons:OTRS. P.S. Hello! As I know, {{Copyvio}} is usually used in ru-wiki for text-data, but not for media-data. If we think, that some file has wrong description (no author / wrong author ; no license / wrong license...), we insert {{subst:dd}} (or {{subst:nsd}}, if there is no source, {{subst:nad}}, if there is no author, {{subst:npd}}, if there is no permission...) to the description of file, mark in some way, what the problem is, and write a message to uploader. Thx for the detaled answer. But the problem is that you replaced {{Copyvio}} tag with {{Disputed}} tag and removed the link to the site that the photo was copyvio from. You also changed my copyvio notice in the uploaders talk page. this photo is copyvio. It have to deleted. I can understand if it is mistake of you. Geagea (talk) 04:12, 30 September 2010 (UTC)

As I see, {{copyvio}} in Commons is not the same, that {{copyvio}} in ru-wikipedia. The first is used for media, the second - for text. I marked the url in the description of my edit and add template {{disputed}}. This template generates special sign for uploader, which I wrote at his talk page. First variant: uploader marks http://himnadram.org/index.php?id=23380&lang=1 as a source and add OTRS-permission → one of administrators checks it → if he decided, that all is good, he delete {{disputed}} and keep the image. Second variant: after 7 days nothing changes → the image goes to speedy deletion → one of administrators looks at image, its description and to descriptions of edits → if he decides, that the author isn't marked correctly, he deletes image. Hi! I can't see the deleted versions of files (and descriptions), by I think, that I nominated this file for deletion, because there was no OTRS in its description. If we have valid OTRS-permission for all files from armenica.org (I don't know, what is written in OTRS-permission) and this file was made by armenica.org, we, really, can upload it. Categories NK and NKR

Hi - I'm trying to solve the problem with the non-sense double tree view here (categories NK and categories NKR).
Indeed, have a look at WP:en (only Category:Nagorno-Karabakh), WP:de (only Kategorie:Bergkarabach), WP:fr (only Catégorie:Haut-Karabagh), WP:es (only Categoría:Nagorno Karabaj), WP:it (Categoria:Nagorno-Karabakh), WP:ja (only Category:ナゴルノ・カラバフ), WP:pl (only Kategoria:Górski Karabach), WP:nl (only Categorie:Nagorno-Karabach) and WP:pt (only Categoria:Nagorno-Karabakh) : out of the 10 biggest WPs, 9 have a single tree view for NK and NKR, and I'm sure that I can find much more WPs with a single tree view.
Only 1 out of these 10, WP:ru, has two tree views (Категория:Нагорный Карабах and Категория:Нагорно-Карабахская Республика); from the interwiki, it seems the only other WP having two tree views is WP:uk (Категорія:Нагірний Карабах and Категорія:Нагірно-Карабаська Республіка) - and I also found WP:tr (Kategori:Dağlık Karabağ and Kategori:Dağlık Karabağ Cumhuriyeti).
Before my intervention, the double tree view was the cause of a big mess. And now, after yours, there are many double categories. This is a non-sense.
And please, when replying, don't use substantial arguments about NK and NKR: remember we are only talking about tree view.

I don't object to having only one categories tree, related to Nagorno-Karabakh Republic. But I object to having categories tree, related to Nagorno-Karabakh Republic, with term "Nagorno-Karabakh", because using of this term, related to "Nagorno-Karabakh Republic", is wrong.

1) We should have categories tree, related to unrecognized country Nagorno-Karabakh Republic

2) We can don't make categories tree, related to geographical region Nagorno-Karabakh

3) We can't make categories tree, related to Nagorno-Karabakh Republic, with using term Nagorno-Karabakh, because such using is wrong.

So I don't object to deleting categories with "Nagorno-Karabakh" with conservation categories with "Nagorno-Karabakh Republic". We want to make categories tree, related to unrecognized country Nagorno-Karabakh Republic, don't we? The article about this country in en-wiki is called Nagorno-Karabakh Republic - so it is normal. What makes you think that {{PD-old}} is the best suitable template for Estonian banknotes? {{PD-old}} states that "This applies to Australia, the European Union and those countries with a copyright term of life of the author plus 70 years.", but in fact not all those authors have died 70+ years ago:

Yes I think {{EEK banknote}} is not sufficient. As it appaers from a previous query here (in Estonian), the Bank of Estonia does not own the copyrights for the pre-war banknotes and coins, therefore it's suggested that the designers still own the copyrights (+70). Говорить о том, что template:Latvian coins лучше или хуже Template:PD-LT-exempt некорректно, т. к. это попросту разные шаблоны: использовать Template:PD-LT-exempt для латвийских монет нельзя. Схема Амуро-Якутской железнодорожной магистрали

Изображение было удалено с формулировкой "Image looks like scanned printed map". Однако это не скан, это сделанная лично мной обычным цифровым фотоаппаратом фотография. На фотографии запечатлён участок стенда. Сам стенд с этой картой находился на станции Кердем осенью 2010 года при торжествах, связанных с приходом туда железной дороги. Стенд стоял на территории станции, вне помещения, на открытом воздухе. Вот я его и заснял. Прошу восстановить этот файл. Неужели он противоречит правилам? Андрей 13:17, 10 April 2012 (UTC)

Да, такие файлы противоречат правилам. В данном случае не важно, была ли карта отсканирована либо сфотографирована (это способы лишь немного отличаются технически). Важно, что был размещён двумерный объект, право на размещение которого у загрузившего изображение участника не было. Нельзя фотографировать (сканировать) книги, плакаты, рисунки и публиковать их под свободной лицензией. Исключение - те объекты, которые сами по себе уже размещены под свободной лицензией. Здравствуйте! Для начала скажите, пожалуйста, ознакомились ли Вы с правилами лицензирования изображений? Вкратце, далеко не все изображения могут быть загружены на Викисклад. Как бы картинка ни была хороша, её нельзя загрузить, если она не свободная. Чтобы картинка была свободной, как правило, нужно либо, чтобы она была сделана самим загружающим, либо она была достаточно старой (больше 70 лет с момента смерти автора или момента публикации), либо автор в явном виде дал разрешение на загрузку под свободной лицензией. Нельзя просто найти хорошее изображение, загрузить его на Викисклад, указать себя в качестве автора и считать, что всё сделано правильно.

Тексты разрешений

Здравствуйте. Я просмотрел ваши файлы. И не могу понять, зачем вы вставляете тексты шаблонных разрешений в их описание? Эти тексты правообладатель должен отсылать на адрес OTRS. В описании файлов же их вообще смысла вставлять нет, поскольку если нет зафиксированного через службу OTRS разрешения, то файл (опубликованный где-либо ранее или с чужим авторством) подлежит безусловному удалению.—Iluvatar (talk) 12:49, 6 October 2018 (UTC)

Хочу сразу же обозначить, что возможное предположение о том, что я нахожу в интернете изображения, а потом просто загружаю их на Викисклад с копированием текста шаблонного разрешения, было бы неверным. Т. к. речь идёт о делах давно минувших дней, я мог уже что-то забыть, но постараюсь описать Вам ситуацию так, как смогу. Когда-то при нахождении хороших изображений у других авторов я отправлял их в OTRS и получал соответствующие номера ticket-ов. Однажды я наткнулся на Викискладе одно (или, наверное, даже на серию) изображение, где в пункт Permission было вставлено разрешение от автора (возможно, даже в произвольной форме). Я обрадовался, что, оказывается, процедура регистрации разрешений может быть проще, и стал напрямую вставлять в пункт Permission разрешения от авторов. Полагаю, для многих (если не для всех) таких файлов Вы не найдёте в интернете исходников лучшего (или, наверное, даже такого же) качества, что служит одним из подтверждением того, что файлы я запрашивал для публикации и получал, действительно, от их авторов. Насколько я вижу, даже сейчас в ВП:ДОБРО написано, что использование OTRS является наиболее правильным способом фиксации разрешений, а "является наиболее правильным способом" и "является единственно возможным способом" - существенно разные фразы. Печально, если меня ввели в заблуждение и придётся в экстренном порядке искать фото, полученные от других людей, в общем списке загрузки, и оформлять на них разрешения через OTRS. Тем, что моя фотография будет подлежать безусловному удалению, если я умудрюсь опубликовать её где-то до загрузки на Викисклад и не сделаю на неё OTRS-разрешение, Вы меня, честно говоря, несколько шокировали. Вас ввели в заблуждение, да. Если фотография где-либо ранее публиковалась, то нужно подтверждение лицензирования. Делается это либо путём письма в ОТРС, либо припиской в месте опубликования о распространении под свободной лицензией. Если фотография никогда не публиковалась, но создана не вами, то также нужно подтверждение от автора. Делается это через ОТРС.

Публиковать текст разрешения смысла нет вообще ни малейшего. Этот текст предназначен для авторов с целью фиксации разрешения через ОТРС, а если загрузивший публикует его сам, то зачем? Это же не какое-то волшебное заклинание.

Смысл вот в чём:

1. Все разрешения должны быть проверяемы. Если разрешение зафиксировано через ОТРС, в этом можно убедиться. А вот посылать за справками к пользователю какого-то древнего стороннего форума людей нельзя. Точно также работает в Википедии правило ВП:ПРОВ.
2. Письма электронной почты в США имеют юридическую силу.
3. Агенты OTRS по мере возможности пытаются проверять, действительно ли разрешение пришло от указанного автора.
4. Разрешение не случайно оформлено шаблоном текста. Этот шаблон предназначен к прочтению автором и пересказывает текст лицензии простыми словами.

Так что либо ОТРС, либо приписка с лицензией прямо в посте на форуме (если сам форум открыт)/сайте/блоге/соцсети под фотками. Я, конечно, не буду прореживать ваши загрузки, но на будущее, пожалуйста, это учтите. Ибо в любой момент работы могут пойти под нож.—Iluvatar (talk) 09:26, 24 October 2018 (UTC)

Important message for file movers

A community discussion has been closed where the consensus was to grant all file movers the suppressredirect user right. This will allow file movers to not leave behind a redirect when moving files and instead automatically have the original file name deleted. Policy never requires you to suppress the redirect, suppression of redirects is entirely optional.

Possible acceptable uses of this ability:

• To move recently uploaded files with an obvious error in the file name where that error would not be a reasonable redirect. For example: moving "Sheep in a tree.jpg" to "Squirrel in a tree.jpg" when the image does in fact depict a squirrel.
• To perform file name swaps.
• When the original file name contains vandalism. (File renaming criterion #5)

Please note, this ability should be used only in certain circumstances and only if you are absolutely sure that it is not going to break the display of the file on any project. Redirects should never be suppressed if the file is in use on any project. When in doubt, leave a redirect. If you forget to suppress the redirect in case of file name vandalism or you are not fully certain if the original file name is actually vandalism, leave a redirect and tag the redirect for speedy deletion per G2.

The malicious or reckless breaking of file links via the suppressredirect user right is considered an abuse of the file mover right and is grounds for immediate revocation of that right. This message serves as both a notice that you have this right and as an official warning.
