The metadata credits Paul E. Gregg, III, but the image description says "It was given for free use from Mike Howard to Brian Tarquin." It's a little confusing to me, since it doesn't explain how Mike Howard is the copyright owner of a photograph that was apparently taken by Paul Gregg. And "given for free use" isn't necessarily the same thing as "relinquished all rights and released to the public domain"/"licensed under a Creative Commons license". For example, I can take a photograph of a musician and tell them they can use it on their social media channels, but that's not the same thing as giving up copyright.
