There seems to be a problem regarding the description and/or licensing of this particular file. It has been found that you've added in the image's description only a Template that's not a license and although it provides useful information about the image, it's not a valid license. Could you please resolve this problem, adding the license in the image linked above? You can edit the description page and change the text. Uploading a new version of the file does not change the description of the file. This page may give you more hints on which license to choose. Thank you.

@JuTa: When I uploaded the image, I got a similar message on Commons about the copyright issue. I fixed that by supplying the proper template tag on the description saying it was public domain. If you visit the Ball Ground site that is mentioned there, (I believe it was cityofballground.com), you can find the image downloadable from their media site and the copyright info is there!!! Please do not delete the image without checking that first. I don't know what I can do to make the copyright on the Commons page any more clear than I already have. --TadgStirkland401 (talk) 19:09, 2 September 2018 (UTC)Reply

There is a link to download it. Nothing written about replublishing. So: You are allowed to download it and store it on your local computer, but not to publish it on other websites or i.e. print it on T-shirts and sell them, which is required to be kept on commons. --JuTa 19:19, 2 September 2018 (UTC)Reply
@JuTa: That's crap. Is there a way I can fix that without asking the website admin to change his site himself? He is not very good at updating anything... I need a good fix for this. Fair use is not accepted on commons - see Commons:Fair use. You could ask him to send an email to the commons support team and release the image under a free license - see Commons:OTRS and Commons:Email templates. If he agrees you should replace the problem tag with {{subst:OP}} to indicate that such a release is "underway". regards. --JuTa 19:40, 2 September 2018 (UTC)Reply

@JuTa: Thanks for your consideration, but again, that's more crap. I was told on EN that they prefer all images be uploaded to Commons. Now you're telling me, they have easier rules. You guys are not working together and it is making life difficult for those of us volunteering to help make both sites better.
