Halabja
editWell, the question of Halabja province borders was confusing for me to, but after researching this issue I found that these are correct borders of the province: https://commons.wikimedia.org/wiki/File:Kurdistan_governorates_2015.png Source for that are official maps of Kurdistan from this web site: http://krso.net/Default.aspx?page=category&c=kurdistan The other map shows only proposed borders of Halabja province: https://commons.wikimedia.org/wiki/File:Helebce_governorate_2015.png Referendum is expected to be held in these 3 districts, so that people there could decide do they want to join Halabja province. However, as far as I know, these referendums were not yet held, so Halabja province is currently made only from territory of former Halabja district (see source: http://rudaw.net/english/kurdistan/140320142?keyword=Halabja ). Finally, I do not know on which source is this map based, but it is probably just another version of proposed enlargement of Halabja province: https://de.wikipedia.org/wiki/Halabdscha_(Gouvernement)#/media/File:Halabja_map.svg PANONIAN (talk) 05:42, 18 January 2016 (UTC)
