Besides Commons doesn't accept forwarded emails so this message is unvalid and copyright holder must use the OTRS system as explained above. - But Wikimedia Commons rules require the image to be free under both: law of the country of origin (Ukrainian in this case) and US law. A Ukrainian image to be PD in US must be PD in Ukraine on 1.1.1996 or published >95 years ago or created >120 years ago. Ankry (talk) 18:56, 17 June 2019 (UTC)

- How can anybody in the world verify that the "permission" was uploaded to drive.google.com by both: Оксана Коваленко and Роман Луговий? The permission must be verifiable by any user at any time. IMO, COM:OTRS email from both authors is the only way here. Ankry (talk) 16:14, 17 June 2019 (UTC)
